Not a bad painting, but you should definitely use the smudge/blur tool a lot less. It would create more detail and make everything look less blurred. Not every line has to be smooth, remember to only blur the parts that need blurring in the future. For example shadows and gradual color changes should be smooth but the lines between the dragon's scales should be sharp. Also you could work with shadows and light more to create more depth. You did this quite well on the horns, but the snout still looks a bit flat. Otherwise, great job!
